After a huge shoot-out with the Feds, Stanley is allowed behind the curtain to see what is going on. Gabriel tells him that they are fighting a war - against terrorism. For every attack on Americans they will hit them ten-fold. and like all wars it costs money. Stanley panics, pulls out a few generator electricity wires and makes a run for it.
Gabriel tracks down the Senator behind his operation who has sold him out, and shoots him.
Stanley catches a cab to see his daughter - only to find that she has been kidnapped and those caring for her have been murdered.
We're back now to the Bank heist. A hostage makes a run for it, but her vest blows when she leaves the safety zone. Agent Roberts (Cheadle) is willing to meet the demands now and a bus is ready outside to take them to the airport.
Stanley, in the bank, does his job to extract the money for Gabriel in return for his daughter. The transaction is verified and they are heading out when the money begins to jump. They run for it and his daughter gets out but Stanley is captured. He tells Gabriel he cannot help to break the loophole he created.
Ginger is brought in, strung up over a girder and left to hang. Stan only has a minute to break the code before Ginger dies. He breaks the loop just in time. Ginger is let down - then Gabriel shoots her in the chest. He knew she was DEA all along.
All hostages are loaded onto the waiting bus that crashes out of the street towards the airport. At the last junction it takes a different route. Suddenly a giant chopper flies in and winches the bus up and into the city. The bus hits a few buildings, causing poor Vinnie Jones to fall out, before it is dumped on top of a skyscraper.
Gabriel and his crew get into a waiting chopper. Stanley grabs Vinnie's RPG and gets outside. He takes aim and brings down the waiting chopper. SWAT and the Feds show up and take the launcher off him.
Later he ID's a charred Gabriel in the morgue. He hears that they have never found Ginger's body - and in fact have no record that a Ginger was ever in the DEA. It gets him thinking about Gabriel's monologues - and a reference to misdirection. There is a chance that Gabriel didn't get on the second helicopter after all.
As it ends, Ginger withdraws the large sum deposited in Monte Carlo into various accounts, and returns to a speedboat driven by an older-looking Gabriel. They ride out towards a yacht, which soon explodes. In the news there's a report of an explosion on a yacht which killed a high-profile suspected terrorist.
At the end of the credits is a notice: 'The final password is "Vernam".'
