Hex uses his power to talk to the dead for a final conversation with his old best friend - Turnbull's son - to learn of Turnbull's location. Hex goes it alone without the US army. He defeats a number of Turnbull's hired hands, but is shot in the chest repeatedly by Burke. He manages to make it onto his horse to be taken away, where he is revived again by kind-hearted Indians.
Revived, and determined, he sends a telegram to the army captain to warn him of Turnbull's plans. Meanwhile, wanting a form of insurance, Burke is sent to kidnap Lilah.
Jonah soon finds the ironclad Confederate ship that Turnbull is using to launch his super weapon on the DC 4th of July parade. On board he first defeats Burke and burns him up using his afterlife 'gift' (it's more like a curse, Mr Monk). About to shoot Turnbull, Lilah is pulled into shot.
Just like a James Bond bad guy, or Dr. Evil, both are tied up and left alone and unguarded in the storage hold. Of course, Lilah picks the locks and they are free. Together they shoot their way out. The army ship approaching the ironclad monster is killed by a single "nation killer" bomb.
Jonah finally confronts Turnbull. They fight. Turnbull seems to have won and orders the destruction of the city. Hex manages to use his axe to block the machine from delivering the glowing red firebomb, and then with a few swift moves Turnbull's head is jammed into the machine.
Jonah and Lilah jump from the ship as it explodes.
Later, Hex is pardoned and offered a position as the sheriff of the United States. He says it is too big a job for one man and refuses - but he'll be on call to do a bit of freelancing if they need him again. He exits with Lilah, probably more than a little disappointed that she'll need to go back to prostitution to pay the bills now her boyfriend is still unemployed.
