Plot:

Follows a few days in the life of three different New York City cops - Sal, a hard-up DEA-type agent looking to take a cut of any drug money he finds; Tango who is deep undercover in the city drug wars and wants to get out - with a promotion; and Dugan, a washed-up old beat cop who is just a few days from retirement.

 
So, how does it end?

This was so dull and boring that I had to fast forward to the rare action scenes, and still understood perfectly what was going on!

So Ethan Hawke is having money problems. Finally he has the idea to perform his own drug bust at a dealer's apartment. He breaks in, shoots the guys innocently playing video games, and then hunts around for the money. Finally he finds a few bundles hidden away in the kitchen, when a young friend of the dealers enters the apartment and shoots him twice in the chest. He dies.

Don Cheadle is still angry that his friend Wesley Snipes was killed in a drive by. He exits the lift at a better apartment block, in time to shoot two of three black dudes who are waiting. One is dead instantly, one is shot in the leg and makes a run for it, the other begs for mercy.

Cheadle follows the injured man down the stairs and to the road. He says quite a bit to him (was too boring for me to watch) and then shoots him in the side, dead.  The bald cop guy from Fast Forward shows up to watch this murder and guns down Don Cheadle - he gets closer to realise he shot an undercover cop, so does a runner.

Richard Gere finally grows a pair and wants to make the city safer, even though he has just retired. He follows the pimps to another dirty apartment block and breaks in to rescue the girls. He ties up some fat guy in a towel, but then in walks the tough pimp. Gere shoots him in the chest (pretty much through the heart) but it doesn't stop this terminator who picks him and starts throwing him around. Finally he strangles the bad guy with a plastic cord, and gets the girls out.

The cops show up outside at the crime scene. Gere then does a moody slow walk to the camera.

 
Notes
I thought Wesley Snipes was dead! I'm sure I read that somewhere. Or maybe just in jail. Still, it was a surprise to see him in this one!
