Arnie finds his old witness Johnny, working at a gay bar under a new identity, and enlists his help to break into the high-tech building holding the secret disc.
Johnny delivers pizza to the agents, and takes an antacid to fake a seizure. Kruger and Cullen turn up as paramedics, and pass easily into the building. Cullen finds a terminal and accesses the disc again to find out details of the weapons deal.
They are soon busted. US Marshall Deguerin (James Caan) and the bad guys finally get their hands on Cullen and bring her to the docks for the weapons hand-off.
Kruger knows where the deal will take place. Johnny meets up with his cousins, who run the docks, and get their help to break up the deal.
There's the obligatory huge gun-fight - the bad guys with their state of the art weapons, who still can't hit a moving target, against Arnie and a few Italian-Americans. Arnie slowly takes them out. Cullen escapes but is held by Deguerin on top a crate. It's all very A-Team, the Director of the remake must have been inspired by this one.
The crate is lifted by a crane as the remaining bad guys are taken out by Italians with machine guns, peeking out from behind a fork-lift truck.
Caan is about to kill Kruger and says something like "Say goodbye, John". Kruger grabs a rope, Cullen grabs onto a suspended ladder. Kruger says "Goodbye" and the supports break, so the crate falls a fair distance to the concrete below.
Deguerin is trapped by metal, but seems ok. He calls over Kruger and tries one last time to kill him. Arnie is wise to it, and Deguerin is hauled away.
Cut to the post-court scene and Deguein, with a slight limp, pushes through the pack of reporters. Getting into a limo, he looks over to Arnie and Cullen as they enter a parked car.
Suddenly the car explodes. Wait a second - could this be an Arnie movie where the bad guys actually win?! No wait -- a manhole cover under the burning wreckage is moved back into place by a little hand.
James Caan smiles, James Coburn looks shocked.
In the limo Deguerin chats to the Secretary of Defense and another high-up official - and tells them the matter will never get to court, especially without the star witness anyway. But they each assume the other one was behind the assassination.
The limo driver doesn't respond when they ask about a change of route. The doors lock - and then we see Johnny park the limo on a train track and run for his life.
The limo is hit by a train that hasn't slowed, and of course explodes as if hit by some type of nuclear device. Arnie stands smirking in the background. If I was a witness at the scene I'd probably be pointing out the one guy looking on at the carnage with a smile on his face.
