The International Bank of Business and Credit (IBBC) is under investigation by Interpol agent Louis Salinger (Clive Owen) and Manhatten Assistant District Attorney Eleanor Whitman (Naomi Watts) for weapons dealing, fraud, murder and a number of cover-ups in a multi-million dollar task force to bring about justice.  When Salinger's partner is assassinated and their contact's car found in a river, he takes it personally and strives to find the evidence needed to bring about the downfall of Jonas Skarssen's evil empire.

So, how does it end?

They figure out that the Italian weapons dealer and future PM was shot by a second assassin - and they match his footprint to that of a guy who wears a leg brace (the alcoholic from Flash Forward).  Back in NY, Salinger meets with 2 cops - Ornelas and Ward- and they go to the local leg brace expert to find out where the mystery man lives.
  Hanging around where he usually gets his taxi, they catch an incredibly one-in-a-million lucky break when he walks by casually and they follow him to the Guggenheim Musem, where the assassin meets with the oldest member of Jonas's team, Wexler.  Ornelas follows the old man, while Salinger and Ward are soon spotted but keeps their guns on him.
  As he tells them the Bank will never allow him to be captured, he is shot in the chest and Ward takes one to the throat.  There's a huge gun fight.  The assassin was wearing a vest, so together they shoot up the museum in a ridiculous fashion and kill most of the gunmen, but the assassin takes one to the chest.  The cops show up so late that they can easily walk out the front doors of the building and get away to hide.

The assassin dies.  Salinger is picked up by the police, but soon broken free by Whitman where he goes to a hideout to interrogate the old man.  Its all too much for Whitman and she leaves the case and the movie.

Jonas's lawyer (Neil from The Office) meets with the Italian's sons - but Louis got there first and warned them that they are dealing with the assassins.  As he is taken away, the car stops in a mountain pass - so we can assume he was taken care of.

Without that deal, Jonas turns to the Middle-Eastern guy for his missile guidance technology and meets him in Istanbul.  Salinger is onto them and, with the old man's help, is kitted out with an ear-piece receiver to catch them red-handed - but he's thrown out of the rendez-vous place by bodyguards and, outside the radio zone, can't hear anything and hides.

Jonas leaves the tomb area and realises that Wexler, the old guy, is dead. He panics and Salinger starts to emerge from the shadows.  Jonas sprints away, up and over the roof-tops 'Assassins Creed' style as Salinger, just like the bad guy from Scream/Friday 13th/or the other one calmly walks after him, somehow still managing to keep up with the pace.

At the end of the rooftop Jonas pleads with Salinger and tells him the bank will continue its dealings anyway. Salinger thinks about it, but then Jonas is shot -- and behind Salinger pops out a little Italian hitman and thanks the Interpol agent.

As it ends, a few newspaper reports crop up - about the deaths, that one of the long-haired background guys is now in charge of the bank, that they are still funding the war, and finally that Whitman is going to take action against them from Washington.
