In basically a plot like you'd find in Heroes (or a less fun version of the X Men) the world has several superhuman abilities that are passed from parent to child since the Nazis conducted experiments during WW2. People can be watchers (who can see the future), shifters (move objects with their mind), shadows etc ... but the ones at the back of the queue when super abilities were handed out are sniffers - all they can do is pretty much sniff your undies to find out what you've been up to.
  Chris Evans, a pusher, is hiding out in Hong Kong but hasn't yet fully developed his ability, and he is soon joined by psychic watcher Dakota Fanning. She needs his help to defeat the evil 'Division', rescue her mother, and help find an important girl who escaped the Division's maximum security building and has developed a super-superpower.
